“They changed the names around and came back. That was DCAS—not my end,” Martinez explained. “We were the end users. Our job was to get cops safe cars by June 30th or we’d lose the funding.”

Martinez’s revelations come at a time when new allegations against Badal and Bendell have surfaced—namely that their unreported “cash handshake deal” dating back to the 1980s may have violated Bendell’s 2018 federal plea agreement.

Asked whether he had been contacted by investigators, Martinez was direct: “No. And if I knew anyone was getting gifts or kickbacks, I would’ve straightened it out immediately. That’s not how I run things.”

He recalls removing one NYPD staffer from vendor contact after unprofessional conduct at a trade show: “He was wearing a wife beater, taking tons of free stuff—I sent him packing.”
